World Bank President and Bilderberg elitist Robert Zoellick openly admitted the plan to eliminate national sovereignty and impose a global government during a speech on the eve of the G20 summit.

Speaking about the agenda to increase not just funding but power for international organizations on the back of the financial crisis, Zoellick stated, “If leaders are serious about creating new global responsibilities or governance, let them start by modernising multilateralism to empower the WTO, the IMF, and the World Bank Group to monitor national policies.”

In other words, give global institutions the power to regulate national policy as part of the creation of global government.

What Zoellick is outlining is essentially the end of national sovereignty and the reclassification of national governments as mere subordinates to a global authority that is completely unaccountable to the voting public of any country.

Santiago, Chile, Mar 9 (Prensa Latina) Defense ministers from 12 Union of South American Nations (UNASUR) are to analyze cooperation issues here on Monday and Tuesday in the first South American Defense Council (SADC).

According to organizers of the meeting, the SADC is an integration mechanism aimed at discussing realities and defense needs of the country members, reducing conflicts and distrust and paving the way for the future formulation of a common policy.

Deputy ministers from Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Peru, Paraguay, Surinam, Uruguay and Venezuela held here in January its first meeting, opened by Chilean Minister Jose Goni, because his country has the pro tempore presidency of UNASUR until May, when Ecuador is the new president.

The agenda includes creation of a South American Center for Defense and Strategic Studies (SACDSS) and the execution in November of the First South American Meeting for Strategic Studies (SAMSS).

Also on the list is to plan a combined cooperation military drill in case of catastrophes or natural disasters, create a network to exchange information on defense policies, carry out a seminar on modernization of Defense Ministries, and reveal information on expenses and economic indicators of the sector.

Other points are the identification of "risk factors and threats that could affect regional and world peace" and the creation of a mechanism to join regional positions in multi-lateral defense forums.

Ministers will also analyze military cooperation, humanitarian actions and peace operations, industry and defense technology and training, among other issues.

Prior to the meeting, US head of the Joint chiefs of Staff Admiral Mike Mullen visited Chile last week and met with President Michelle Bachelet and military authorities, in the framework of a tour of several regional countries.

Leaders sign agreement for an Asean community within next six years, with EU-style agreement planned by 2015

SOUTHEAST Asian leaders called Sunday for urgent cooperation and reform to tackle the global financial crisis, as they pushed on with their dream of forming an EU-style community by 2015.

Leaders from the 10-member Association of Southeast Asian Nations (Asean) issued a joint statement on the meltdown on the final day of a summit dominated by concerns about their export-driven economies.

In the statement, they called for "bold and urgent reform of the international financial system" to tackle the worsening crisis, while agreeing to "stand firm against protectionism".

The leaders also signed a declaration on setting up an Asean community within the next six years. Thai Premier Abhisit Vejjajiva, who is also currently chairman of Asean, said the leaders "have sent a clear signal about our guidelines to solve economic problems in the region".

But because the region is largely dependent on exports, it is at the mercy of the chaos in the rest of the world's economies. Leaders underscored the importance and urgency of the so-called Chiang Mai initiative - a regional emergency fund set up in 2000.

Foreign ministers from Asean and from China, Japan and South Korea agreed one week ago to extend the initiative to US$120 billion.

Asean also signed a free trade deal with Australia and New Zealand Friday, and on Sunday signed an energy agreement to allow members to buy oil at a discount during crises. Splits over protectionism have also called the bloc's unity into question.

Cambodian Commerce Minister Cham Prasidh returned Sunday saying he had met with Thai commerce minister Pornthiva Nakasai to press for more market access.

"[Border provinces] have produced around 100,000 tonnes of cassava a year, but cassava prices have dropped sharply and we cannot sell to Thailand," he said, blaming Thai protectionism. He applauded the trade agreement between Asean and New Zealand and Australia, but added that local quality standards must improve if Cambodia is to benefit.

BRUSSELS – The European Union has turned into an undemocratic and elitist project comparable to the Communist dictatorships of eastern Europe that forbade alternative thinking, Czech President Vaclav Klaus told the European Parliament on Thursday.

Klaus, whose country now holds the rotating EU presidency, set out a scathing attack on the EU project and its institutions, provoking boos from many lawmakers, some of whom walked out, but applause from nationalists and other anti-EU legislators.

Klaus is known for deep skepticism of the EU and has refused to fly the EU flag over his official seat in Prague during the Czech presidency, saying the country is not an EU province.

He said current EU practices smacked of communist times when the Soviet Union controlled much of eastern Europe, including the Czech Republic and when dissent or even discussions were not tolerated.

"Not so long ago, in our part of Europe we lived in a political system that permitted no alternatives and therefore also no parliamentary opposition," said Klaus. "We learned the bitter lesson that with no opposition, there is no freedom."

He said the 27-nation bloc should concentrate on offering prosperity to Europeans, rather than closer political union, and scrap a stalled EU reform treaty that Irish voters have already rejected.

Klaus said that questioning deeper integration has become an "uncriticizable assumption that there is only one possible and correct future of the European integration."

"The enforcement of these notions ... is unacceptable," Klaus said. "Those who dare thinking about a different option are labeled as enemies." Observers had been expecting Klaus to deliver a critical speech during his first and only visit to the EU chamber at a time when his country holds the EU limelight as chair of the 27-nation bloc.

"I have never experienced a situation where the presidency of the European Union ... compares the EU with the Soviet Union," said Belgian lawmaker Ivo Belet.

President Obama’s pick for Treasury Secretary, Timothy Geithner, is being urged to lay the foundation for “global governance” by considering “international taxation” measures to loot more money from U.S. taxpayers.

The recommendation is included in the report, “The Global Agenda 2009”, which is being considered by the World Economic Forum (WEF), meeting in Davos, Switzerland, January 28 - February 1. The WEF is not an official government group but does include dozens of government, corporate and labor leaders at its annual meetings.

“The Global Agenda 2009” report says that “sovereign states do not adequately address problems reaching across borders” and that “international taxation” may be needed to generate the “additional resources” for “global governance.”

Could this become a source of new bailout money here and abroad?

“As current global governance problems come from market failures, sovereign failures and intergovernmental failures that cross boundaries, sacrificing sovereignty for greater gain may become an option,” the report says

The report says the U.N.’s Law of the Sea Treaty, which is a top priority for Senate ratification under the Obama Administration, is a measure that has “earned the acceptance and compliance” of most nations. The treaty would turn over oil, gas, and mineral resources to the U.N. and authorize access to them through payment of a global tax to a U.N. body.

“Media has the capacity to connect the world, bridging cultures and peoples, and telling us who we are and what we mean to each other. The media can also ensure that no voice goes unheard,” it says. “We believe that this new moment also calls for a new media platform, across all media channels, a global non-profit ‘CNN’ providing a new form of independent journalism to inform, illuminate and deepen knowledge about issues that improve the state of the world.”

Elite members of the World Economic Forum (WEF) meeting in Davos, Switzerland, recently considered a proposal for a new global television network to usher in a state of “global governance.” The concept strikes some as authoritarian, even totalitarian. But the parent company of Fox News was one of the sponsors of this year's gathering.

The media proposal, which was included in “The Global Agenda 2009” report, is to create “a new global network” with “the capacity to connect the world, bridging cultures and peoples, and telling us who we are and what we mean to each other.” Several prominent U.S. media figures signed on to the alarming and controversial proposal.

Isn’t it nice that we might have a TV network telling us “who we are?” And “what we mean to each other?” Perhaps we will learn that we are global citizens. Perhaps a global leader of some sort will tell us that. Who might that be?

I have never seen black helicopters hovering in the sky above Montana. But, for the first time in my life, I think the formation of some sort of world government is plausible.A “world government” would involve much more than co-operation between nations. It would be an entity with state-like characteristics, backed by a body of laws. The European Union has already set up a continental government for 27 countries, which could be a model. The EU has a supreme court, a currency, thousands of pages of law, a large civil service and the ability to deploy military force.So could the European model go global? There are three reasons for thinking that it might.First, it is increasingly clear that the most difficult issues facing national governments are international in nature: there is global warming, a global financial crisis and a “global war on terror”.Second, it could be done. The transport and communications revolutions have shrunk the world so that, as Geoffrey Blainey, an eminent Australian historian, has written: “For the first time in human history, world government of some sort is now possible.” Mr Blainey foresees an attempt to form a world government at some point in the next two centuries, which is an unusually long time horizon for the average newspaper column. But – the third point – a change in the political atmosphere suggests that “global governance” could come much sooner than that. The financial crisis and climate change are pushing national governments towards global solutions, even in countries such as China and the US that are traditionally fierce guardians of national sovereignty. Barack Obama, America’s president-in-waiting, does not share the Bush administration’s disdain for international agreements and treaties. In his book, The Audacity of Hope, he argued that: “When the world’s sole superpower willingly restrains its power and abides by internationally agreed-upon standards of conduct, it sends a message that these are rules worth following.” The importance that Mr Obama attaches to the UN is shown by the fact that he has appointed Susan Rice, one of his closest aides, as America’s ambassador to the UN, and given her a seat in the cabinet. A taste of the ideas doing the rounds in Obama circles is offered by a recent report from the Managing Global Insecurity project, whose small US advisory group includes John Podesta, the man heading Mr Obama’s transition team and Strobe Talbott, the president of the Brookings Institution, from which Ms Rice has just emerged. The MGI report argues for the creation of a UN high commissioner for counter-terrorist activity, a legally binding climate-change agreement negotiated under the auspices of the UN and the creation of a 50,000-strong UN peacekeeping force. Once countries had pledged troops to this reserve army, the UN would have first call upon them.These are the kind of ideas that get people reaching for their rifles in America’s talk-radio heartland. Aware of the political sensitivity of its ideas, the MGI report opts for soothing language. It emphasises the need for American leadership and uses the term, “responsible sovereignty” – when calling for international co-operation – rather than the more radical-sounding phrase favoured in Europe, “shared sovereignty”. It also talks about “global governance” rather than world government.But some European thinkers think that they recognise what is going on. Jacques Attali, an adviser to President Nicolas Sarkozy of France, argues that: “Global governance is just a euphemism for global government.” As far as he is concerned, some form of global government cannot come too soon. Mr Attali believes that the “core of the international financial crisis is that we have global financial markets and no global rule of law”.So, it seems, everything is in place. For the first time since homo sapiens began to doodle on cave walls, there is an argument, an opportunity and a means to make serious steps towards a world government. But let us not get carried away. While it seems feasible that some sort of world government might emerge over the next century, any push for “global governance” in the here and now will be a painful, slow process.There are good and bad reasons for this. The bad reason is a lack of will and determination on the part of national, political leaders who – while they might like to talk about “a planet in peril” – are ultimately still much more focused on their next election, at home.But this “problem” also hints at a more welcome reason why making progress on global governance will be slow sledding. Even in the EU – the heartland of law-based international government – the idea remains unpopular. The EU has suffered a series of humiliating defeats in referendums, when plans for “ever closer union” have been referred to the voters. In general, the Union has progressed fastest when far-reaching deals have been agreed by technocrats and politicians – and then pushed through without direct reference to the voters. International governance tends to be effective, only when it is anti-democratic. The world’s most pressing political problems may indeed be international in nature, but the average citizen’s political identity remains stubbornly local. Until somebody cracks this problem, that plan for world government may have to stay locked away in a safe at the UN.

U.S. in 'midst of a credit tsunami,' says GreenspanOctober 24, 2008 [...]The economic turmoil will be the focus of the two-day, 43-nation Asia-Europe Meeting, which opens Friday in Beijing, according to European Union President Jose Manuel Barroso, speaking at the EU's Beijing office on Thursday. Leaders hope this week's summit in China will help bring agreement on a response to the crisis ahead of a November 15 meeting hosted by U.S. President George W. Bush in Washington. "We need a coordinated global response to reform the global financial system. We are living in unprecedented times and we need unprecedented levels of global coordination," The Associated Press reported Barroso as saying. "It's very simple. We swim together or we sink together."Barroso outlined no specific proposals but said a solution needed to be based on transparency, responsibility, cross-border supervision and global governance. He also said the world's financial system needed "major reform."

The final statement of the meeting held in Margarita Island, in the Venezuelan Caribbean, highlighted the need to establish mechanisms to facilitate extradition and create center for conciliation and arbitration to make progress in the regional project.Brazilian, Paraguayan, Chilean, Peruvian, Panamanian, Uruguayan and Venezuelan Judicial Power presidents debated an extensive spectrum of issues, which included the need to sign protocols to unify sentence proceedings.The proposal of a regional center for conciliation and arbitration was presented by Colombia and Chile, reported Peruvian Supreme Court President Francisco Tavara, who supported his country's initiative.The objective is to create an institution to resolve controversies that might emerge when implementing cooperation programs, as contracts for large public infrastructure works and others.Paraguayan Supreme Court President Victor Manuel Nuñez defended the signing of protocols to unify the proceedings for foreign sentences in national spheres.UNASUR needs to be agile in dealing with international problems, and its concept of integration has to be extensive and global, and in this respect, we share the integrationist idea, he said.The meeting was led by Venezuelan Supreme Court of Justice President Luisa Estela Morales, with participation of President Hugo Chavez.Morales explained that the Summit was summoned to pave the way to cooperation among regional countries and avoid hindrances that could arise to achieve a true unity in justice administration.The first meeting of this kind was held in Chile in 2007 and the second was held in Peru in 2008.
